QUESTION 1: DEFINING INCLUSIVE EDUCATION
Inclusive education can be understood as a process of changing the education system so
that it responds fairly and effectively to the diversity of all learners, rather than expecting
learners to fit into a rigid and unequal system. The definition of inclusive education as a
systemic and relational process that removes barriers to learning and participation is the
most relevant and promising for the South African context. This definition recognises that
exclusion is not caused by the learner, but by the way schools, policies, attitudes, and
practices are organised.
I support this definition because South African classrooms are deeply shaped by inequality
linked to poverty, disability, language differences, migration, and historical disadvantage. A
narrow definition that focuses only on placing learners with disabilities in mainstream
classrooms does not address these realities. Inclusive education must instead focus on
transforming teaching practices, school cultures, and support systems so that all learners
can participate meaningfully and feel that they belong (Ainscow, Booth, & Dyson, 2006).
