of congestion, and environmental degradation. These challenges are having a negative
impact on the economy, the environment, and the quality of life of South Africans.

The White Paper on National Transport Policy sets out a vision for a safe, reliable, efficient,
and sustainable transport system that meets the needs of freight and passenger customers. It
also identifies a number of key challenges facing the South African transport sector, and
proposes a number of strategies to address these challenges.

airports in need of urgent maintenance or upgrading." (p. 12) Inadequate infrastructure: The

negative consequences, including increased travel times, higher transport costs, and reduced
safety

 Poor road safety: The White Paper also states that "road safety is a major concern in South
Africa, with over 17,000 people killed on the roads each year." (p. 13) Road safety is a major
concern in South Africa due to a number of factors, including speeding, drunk driving, and
non-compliance with traffic laws. This results in a high number of road fatalities, which
disproportionately affect young people and the poor.
