Incident Action Plan Objectives: JPD Derailment Scenario Briefing
Today, a JPB Northern train traveling southbound derailed while crossing Sangria River
on the Yaz Railroad Bridge at 0730 hours, causing six cars to leave the tracks and roll over the
hill. Out of these six cars, our response team has established that two were carrying 29000
gallons of fuel, the other two wood chips, and the remaining two 90-tonne pressurized chorine
cars. While no casualty reports are available at this time, one of the wood chip cars is on fire on
the west side of the tracks, one chlorine car hit and damaged Stauffer Chemical tank and has
chlorine leaking, and the fuel oil car on the west side of the track leaking and producing sheen
that is expanding. Besides, while 11 Stauffer Chemical employees are unaccounted for, the train
conductor and his assistant have been evacuated and transported to a local medical facility with
minor injuries. The local fire department and Stauffer Chemical in-house fire brigade are already
at the scene, and the US Coast Guard is on water evaluating and setting up safety zones.
With the incident command post located at Smith Road and Terminal Avenue
intersection, the agency is focused on life safety and has developed emergency operations plan
with priorities on incident stabilization, environmental cleanup, and economic recovery.
Currently, incident personnel are actively involved in public evacuation and exclusion from the
site, conducting medical triage, and enforcing perimeter control to maximize public protection.
Besides, there is an ongoing preparation to search for the missing person and conduct fire
suppression to avoid further spread. Therefore, to enhance the response time and resource
allocation, the following incident objectives will be crucial to ensure tactical deployment of
resources to reduce the operational period;
