● deal with the break up of empire (German, Ottoman and Austrian)
● prevent spread of communism (due to economic situations)
● honour former treaties (agreements-eg. Italy/Japan)
● how to prevent another war:
○ forming alliances (collective security)
○ severely punish the defeated powers
