Legal framework for the care and protection of children

S. 47 - local authorities must investigate cases whereby significant
harm appears to be at the issue of a child being taken into emergency
protection

S. 31 - defined significant, harm, development, health and Ill-treatment

Development - Physical, intellectual, social or behavioural development
Health - Physical and Mental Health
Ill-treatment - includes sexual abuse and forms of ill treatment which
are not physical

Harm - “ill-treatment or the impairment of health or development
including, for example, impairment suffered from seeing or hearing
the ill-treatment of another”

to safeguard children

S. 11 - highlighted that organisations needed arrangements in
place to safeguard and promote the welfare of children
