, THE SAVE ACT 2

Promoting access to quality health care has been a major issue of concern for many

nations across the globe. States are focusing on proving affordable health care to the citizens by

passing regulations aimed at controlling health care cost in a sustainable and cost-effective

manner. In the United States, DHHD develops and constantly evaluates strategic plan to meet the

health care needs of the people of America. The strategic plan covers all states in America. In

efforts to lower the costs and expand access to health care in North Carolina, the state has

designed a bill to address high costs and access for Health care by North Carolina residents, the

bill is the SAVE Act. SAVE stands for Safe, Accessible, Value-Directed, Excellent care (Roberts,

2019). The SAVE Act bill is aimed at granting full practice authority for advanced practice

registered nurses.

The bill is aimed at eliminating State-imposed barriers for advanced practice registered

nurses (APRNS). The SAVE Act will increase the freedom for North Caroline Nurses. The SAVE

Act would address outdate legislation APRNS by accomplishing two major goals; first, the Act

will deal with the Board of Nursing authority to regulate APRNs professions. Under the current

law, both the North Carolina Medical Board and the North Carolina Board of Nursing are

mandated with nurse practitioners and certified nurse midwife’s regulations (Roberts, 2019). The

proposed SAVE Act would give the Board of Nursing in North Carolina the sole authority to

oversee the practice of nurse practitioners and certified midwives. Also, the proposed bill seeks

to organize the services that certified registered nurses and clinical nurse specialists perform and

grant them with an APRN title. The second goal of the proposed bill is to remove the

requirement that nurse clinical nurses and nurse midwives should have a collaborative practice

agreement to treat patients. This essay discusses the impacts that the proposed SAVE Act –

House Bill 185 and Senate Bill 143 would have to both the North Carolina nurses and residents.
