CIA PART 1 - UNIT 2 EXAM.FINAL TEST 2026\2027.
Independence
- is an attribute of the IAA
- is achieved through organizational status and objectivity
- is enhanced by the charter
- is the freedom from conditions that threaten the ability to carry out responsibilities in an unbiased
manner
- the CAE has direct and unrestricted access to senior management (administrative) and the board
(functional) through a dual-reporting relationship
- threats to independence must be managed at the individual auditor, engagement, functional, and
organizational levels
functional reporting to the board (highest level of governance)
- direct access be the 'board' or another body to which the governing body (ex. audit committee) has
delegated certain functions for sensitive matters and enables sufficient organizational status.
the board will:
- Approve the internal audit charter.
- Approve the risk based internal audit plan.
- Approve the internal audit budget and resource plan.
- Receiving communications from the CAE on the IAA's performance relative to its plan and other matters.
- Approving decisions regarding the appointment and removal of the CAE.
- Approving the remuneration of the CAE.
- Making appropriate inquiries of management and the CAE to determine whether there are inappropriate
scope or resource limitations.
- the CAE must confirm to the board, at least annually, the organizational independence of the IAA
administrative reporting to senior management (CEO)
- further enables the requisite stature and authority of internal audit to fulfill responsibilities
Attribute Standard 1110 Conformance
demonstrated through
- the internal audit charter
- the audit committee charter, which would describe the audit committee's oversight duties.
- The CAE's job description and performance evaluation, which would note reporting relationships and
supervisory oversight.
- an internal audit policy manual that addresses policies like independence and board communication
requirements or an organization chart with reporting responsibilities.
Objectivity
, CIA PART 1 - UNIT 2 EXAM.FINAL TEST 2026\2027.
- CAE and internal auditors are required to MAINTAIN a sense of objectivity
- is an unbiased mental attitude that allows internal auditors to perform engagements in such a manner
that they believe in their work product and that no quality compromises are made.
- requires that internal auditors do not subordinate their judgment on audit matters to others.
- Internal auditors must have an impartial, unbiased attitude and avoid any conflict of interest.
- managed through policy manual describing expectations, consequences, reporting requirements
- reinforced through routine workshops or training
- policies and procedures to assess in staff
- responsibility rests with individuals
- recommending standards of control or reviewing procedures prior to implementation does not impair
objectivity
Conflict of Interest
- any relationship that is, or appears to be, not in the best interest of the organization
- would prejudice an individual's ability to perform his or her duties and responsibilities objectively.
Impairment to organizational independence and individual objectivity
- may include: personal conflict of interest; scope limitations; restrictions on access to records,
personnel, and properties; and resource limitations
- in fact or appearance, the details of the impairment must be disclosed to appropriate parties. Both the
nature of the impairment and board/senior management expectations will determine the appropriate
parties to be notified of the impairment and the ideal communication approach.
Scope Limitation
- is a restriction placed on the internal audit activity that precludes the activity from accomplishing its
objectives and plans, including:
(1) the scope defined in the internal audit charter
(2) the internal audit activity's access to records, personnel, and physical properties relevant to the
performance of engagements
(3) the approved engagement work schedule
(4) the performance of necessary engagement procedures
(5) the approved staffing plan and financial budget.
- The IAA needs to communicate the nature of the scope limitation and its potential effects to the board.
This communication should preferably be in writing.
Objectivity is presumed to be impaired if:
- auditor designs, installs, implements or drafts procedures for information systems (recommending
standards or perform reviews is OK)
- if an auditor provides assurance services for an activity where the auditor had responsibility within the
pervious year
