Cultural Competence

Cultural competence is a framework that enables professionals to work
effectively with individuals, families and communities from diverse cultural,
ethnic, religious and social backgrounds. It involves developing the knowledge,
skills, attitudes and self-awareness required to understand how culture
influences people's beliefs, values, behaviours and experiences. Rather than
assuming that one approach is appropriate for everyone, cultural competence
encourages practitioners to recognise and respect diversity while adapting their
practice to meet individuals' unique needs. Within social work, cultural
competence is fundamental to promoting equality, reducing discrimination and
delivering person-centred care (Lum, 2011).

The concept of cultural competence emerged during the 1980s in response to
increasing cultural diversity and growing recognition that services often failed to
meet the needs of minority communities. Terry Cross and colleagues developed
one of the earliest and most influential models, defining cultural competence as
a set of congruent behaviours, attitudes and policies that enable organisations
and professionals to work effectively in cross-cultural situations. Their Cultural
Competence Continuum describes development from cultural destructiveness
and cultural incapacity through to cultural blindness, cultural pre-competence,
cultural competence and ultimately cultural proficiency. The model emphasises
that cultural competence is an ongoing process of learning rather than a fixed
achievement (Cross et al., 1989).

Later researchers expanded the concept by highlighting the importance of
cultural humility and lifelong learning. While cultural competence focuses on
acquiring knowledge and skills, cultural humility emphasises self-reflection,
recognising personal biases and maintaining openness to learning from the
experiences of others. This perspective acknowledges that practitioners can
never become fully knowledgeable about every culture and should instead
develop respectful, collaborative relationships with service users. Together,
these concepts encourage professionals to balance cultural knowledge with
curiosity, reflexivity and a willingness to challenge their own assumptions
(Tervalon & Murray-García, 1998).

Cultural competence recognises that culture influences many aspects of an
individual's life, including communication styles, family relationships, attitudes
towards health and illness, religious beliefs, parenting practices and experiences
