Waste management in rural areas remains a serious challenge for both households and
municipalities, particularly in remote communities where infrastructure, service delivery and
environmental awareness are limited. Viljoen et al. (2021) explain that rural municipalities
often experience structural and operational difficulties that weaken waste management
systems, while households are left with few safe disposal options. These challenges
contribute to environmental pollution, poor sanitation and declining public health conditions.

One major challenge faced by municipalities is limited financial and infrastructural
capacity. Rural municipalities often lack sufficient funds to provide waste collection vehicles,
landfill sites, transfer stations and recycling facilities. Viljoen et al. (2021) found that
municipalities in remote rural areas struggle to maintain adequate waste services because of
budget shortages, poor road access and insufficient equipment. Without proper
infrastructure, waste collection becomes irregular and ineffective, leading to the
