A. Analyze the current state of the chosen organization by doing the following:
1. Describe the mission statement of the chosen organization.
The organization I have chosen for my report is Access2Health. This is a unit funded by
the County of San Diego Health and Human Services Agency. The mission of this unit is to
expand access to health insurance to the demographics of San Diego County that are the most in
need of healthcare. The unit works with Covered California and local communities to bring
health care to the aged, needy and those afraid to apply for health insurance due to immigration
status. In California, if you are under 26 or over 50 years of age and qualify in terms of income,
immigration status no longer matters.
a. Describe the goals for the organization over the next three years.
▪ Statistics show over 850,000 people in San Diego County are without health
insurance and are over 50 years of age. Access2health’s goals over the next three
years are to take reach out and sign up 600,000 San Diego County residents that
are non-citizens, over the age of fifty that would otherwise qualify for Medicaid.
Reaching that goal assists in a secondary goal of reducing ER wait times from
hospitals being congested by those who have no health insurance and have
nowhere else to turn when they are sick or need medical care by 42%.
2. Identify the key external and internal stakeholders of the organization (e.g., board
members, employees, the community, shareholders).

Operations, Access2Health team members, Supervisors

▪ Community based organizations, Hospitals, County of San Diego
residents, Board of directors for County of San Diego
, 3. Discuss the current leadership (e.g., structure, policies, procedures, organizational
systems) in the chosen organization.
▪ Acesss2Health is part of an organizational hierarchy that begins with the director of
Eligibility and Operations who delegates to the Director of Access who then passes down
the approved policies, County procedures and parameters in which we can move the
unit’s goals forward to the unit supervisor. While we are encouraged to be innovative and
ideas are appreciated, any actions that we want to take must pass up the ladder for
approval and then come back down that same ladder as a sanctioned policy, approved
action, or rejected proposal.
4. Analyze at least two fundamental problems in the chosen organization.
Problem one: The policies and procedures that govern how we assimilate into the
community to reach those that need the most help are written and approved by politicians and
board members who don’t have experience on the ground level with the people we deal with on a
day to day basis.
Problem two: The budget that is in place does not allow for outside use of the laptops and
MIFIs we currently have to serve agents in the field who need to travel to people who cannot
come into an office, nor does it allow for schedule flexibility and many people need to be seen
after 5pm.
5. Explain why fundamental change is necessary for the chosen organization to meet its
mission and goals.
For Access2Health to reach its goals, the team needs to be able to go to the people. Many
people are older and disabled and do not have transportation or assistance to get to a Family
Resource Center (Welfare Office). Access2Health needs the tools to go out into the field and
qualify these people in their own homes. This is already in place in hospitals where County staff
are available to qualify those that come into a hospital and maybe eligible to Medicaid. However,
for our team to be successful we need permission to use our county laptops in the field, access to
the electric vehicles that are available to other departments and the schedule change approval to
meet people after 5pm when family members who can assist the client are home. While we can
assist come people over the phone; many who are older or disabled need more assistance than we
can provide over a phone call, they need someone in person who can assess their needs and offer
resources that are tailored to them, this is why we need to have the flexibility of making in home
appointments.
