Introduction


International law encompasses a broad and complex body of rules that
govern relations between states, individuals, and international

Among its many branches, International Human Rights Law (IHRL)
plays a pivotal role in upholding the dignity, equality, and freedoms of
all individuals, regardless of nationality, race, gender, or political
affiliation. It is rooted in the principle that certain rights are inherent to
all human beings and must be protected by law.

IHRL has evolved significantly since the adoption of the Universal
Declaration of Human Rights (UDHR) in 1948, leading to a body of
treaties, customary law, and monitoring mechanisms that hold states
accountable for human rights violations. However, it often overlaps with
other fields of international law, including International Humanitarian
Law (IHL), which regulates armed conflicts; International Criminal
Law (ICL), which focuses on prosecuting individuals for serious
international crimes; and International Refugee Law (IRL), which
provides protection for persons fleeing persecution and conflict.

, While these areas of law may share certain goals—such as the protection
of life and human dignity—they differ in scope, applicability, and
enforcement mechanisms. This essay critically defines international
human rights law and draws clear distinctions between it and the three
related but separate legal disciplines: international humanitarian law,
international criminal law, and international refugee law.

Defining International Human Rights Law (IHRL)

International Human Rights Law (IHRL) refers to the comprehensive
body of international norms, treaties, and legal principles that seek to
protect the inherent dignity, freedoms, and rights of all human beings,
regardless of nationality, race, gender, religion, or other status. Rooted in
the aftermath of World War II and the atrocities committed during that
period, IHRL aims to establish a global standard for the treatment of
individuals by state and non-state actors alike.

At the core of IHRL are foundational documents such as the Universal
Declaration of Human Rights (UDHR), adopted by the United Nations
General Assembly in 1948, which articulates fundamental rights and
freedoms such as the right to life, liberty, security, and education.
Though not legally binding in itself, the UDHR has heavily influenced
the development of binding international treaties, most notably the
International Covenant on Civil and Political Rights (ICCPR) and
the International Covenant on Economic, Social and Cultural Rights
(ICESCR), both adopted in 1966. Together, these three instruments
form what is often referred to as the "International Bill of Human
Rights."

IHRL is unique among other branches of international law in several key
respects:

 Universality and indivisibility: IHRL applies universally to all
human beings and affirms that all rights—civil, political,
economic, social, and cultural—are interdependent and equally
important.
