OSHA’s mission - -To protect the safety and health of Americas workers Horizontal - -Some standards are horizontal meaning general or across the board, when there is no vertical. Vertical - -apply to specific industry (construction) Worker right- Workers have the right to safety and health without the fear of punishment - -Section 11 (c) of the Osha act Competent person - -One who is capable of identifying existing and predictable hazards in the surroundings or working conditions that are unsanitary, hazardous, or dangerous to employees and who has authority to take prompt corrective measures to eliminate them Qualified person - -One who by having a degree, certificate or professional standing, whom ha extensive knowledge, training and experience, has successfully demonstrated his ability to solve or resolve problems relating to the work. Rule of Construction - -Contractors and sub-contractors can make their own arrangements regarding who will do things such as; installing guardrails or provide drinking water..etc The General Duty Clause - -OSHA Act public law- 91-596 section 5 (a) (1) Compliance Directives - -Ensures consistent enforcement of the standard. Multi- Employer Work Site Policy - -a. Exposing employer- one whose employees are exposed to hazards b. Creating Employer- One who creates the hazard. Has duty to inform other contractors of hazard. c. Correcting Employer- One responsible for correcting the hazard. Controlling Employer- One responsible for overall conditions on work site Citations - -The employer must certify abatement is complete for each cited violation. (must sign-off stating that you will fix the issue) General Requirements Subpart C - -Two main components of the employer's accident prevention responsibilities are having a safety program and jobsite inspections by competent person. OSHA 510 OSHA 510 Recordkeeping: Restricted - -a. You or your physician keep employee from performing one or more of the routine functions of his or her job, or from working the full workday that he b. or she would otherwise been scheduled to work. c. Routine functions are those work activities the employee regularly performs at least once per week. KEY POINT - not able to work a full shift Incident Rate - -a. Formula based on number of recordable injuries/illness per 100 workers b. Multiply number of injuries by 200,000 and divide by man hours worked. Management commitment - -Must follow the rules employees are required to follow Establish Hazard Control Procedures by - -a. Implement engineering controls b. Utilize administrative controls c. Providing PPE Eye and face protection - -must meet ANSI-Z87.1 Respiratory Protection - -1910.134 Fall protection Systems - -a. Full body harness must limit arresting force to 1800 lbs b. Most shock absorbing lanyards reduce arresting force to 900 lbs or less. Personal fall Arrest Systems - -a. Must bring employee to complete stop and limit max deceleration distance to 3.5ft. b. Limit employee free fall 6 ft and ensure no contact with lower level. Fall Protection Systems Anchorage Points - -a. Must support 5000 lbs per employee b. Can be designed by a qualified person to meet safety factor by 2 c. Limit employee fall to 6' and not contact lower work/walk surface Warning line Systems - -When mechanical equipment is being used, the warning line shall not be less than 6' from the edge which is parallel to the direction of the mechanical equipment and not less than 10' from edge. KEY POINT- height of wall + 4ft-only active employees allowed in area. Mason Bracing - -1926.706(b) requires that walls over 8ft in height must be adequately braced. Controlled Decking Zone (CDZ) - -a. CDZ may be established where employees are instilling metal decking over 15 and up to 30 foot fall exposures. b. Access to the CDZ is limited to those employees engaged in leading edge work. KEY POINT - CDZ can be used up to 30 ft. Stairways - -a. A stair rail/ handrail is required if 4 or more risers or 30" in vertical height b. Handrails must have a min clearance of 3 inches between handrail and wall. Ladders - -a. Ladders to be used only for designed purpose b. Ladders must support at least four times the max intended load. Signal Person Qualification - -a. Employer is responsible to train signal persons b. Qualified evaluator must conduct the training c. Training Requirements: I. Know and understand signals to be used, as well as all forms of signals (i.e, voice, hand, radio..etc) II. Be competent in the application of the type of signals to be used. KEY POINT- Employer is responsible for training. Wiring Design and Protection: 1926.404 (b)(1) (iii) - -a. Assured equipment grounding conductor program. The employer should establish and implement an assured equipment grounding conductor program on construction sites covering all cord sets, receptacles which are not a part of the building or structure, and equipment connected by cord and plug which are available. KEY POINT - USE GFCI's (ground fault circuit interrupters) Guarding of Live Parts - -a. Live parts 50 volts or greater must be guarded by: i. Location in a room or enclosure accessible only to qualified persons (electricians) ii. Partitions or screens with access only to qualified persons. iii. Location on balcony or platform that excludes unqualified persons access. iv. Elevation of 8 ft or more above floor or working surface. General Requirements for tools - -a. All tools must be kept in safe working condition regardless of whether provided by employer or employee b. Guards must be provided to protect employees from hazardous moving parts. KEY POINT - Guards OSHA 510 OSHA 510 Subpart V - -a. If the work / operations are repetitive and similar, a job briefing must be held before the start of each day or shift. KEY POINT- repetitive operations ARC Welding & Cutting - -a. Whenever practical, noncombustible welding shields are to be used to protect other employees from direct rays of the ARC. KEY POINT - Rays need to be shielded. Portable Firefighting Equipment: (fire extinguishers) - -Travel distance not to exceed 100 feet. Bonding - -When you connect 2 metal objects together to prevent sparks. Type A Soil - -Can be sloped at ½:1 if the excavation is open less than 24 hours and less than 12 ft deep. Type B Soil - -Cohesive soil, with an unconfined compressive strength of greater than 0.5 but less than 1.5 tons per square feet. (tsf) KEY POINT- TSF Range greater than 0.5 less than 1.5 Duties of the Scaffold Competent person - -A competent person is required to supervise the erection, modification, and disassembly of scaffolds Fall Protection- Scaffold - -Crossbraces may be used as a toprail or midrail, but not as both. Chutes - -Chutes at an angle of more than 45 degree from the horizontal must be entirely enclosed except for openings equipped with closures at floor level for the insertion of materials. KEY POINT- 45 degree horizontal angle must be enclosed Accident Prevention signs - -Signs such as; danger, caution and exit sins shall be visible when work is being performed. KEY POINT- All signs shall be visible Rollover Protective Structures: ROPS - -Material used in ROPS must perform at 0 degrees.
