1.1 Discuss the FOUR (4) stages of the SIAS process and explain the role of the
teacher at each stage of implementation. (4x4 = 16)
The SIAS policy includes a four-stage process that is designed to ensure learners
receive the necessary support to overcome barriers to learning. These stages ensure
early identification, proper planning, and implementation of interventions that are
inclusive and relevant to learners’ individual needs. The role of the teacher is central to
all these stages.
Stage 1: Screening of Learners
This is the preliminary stage in which the class teacher observes the learner
consistently and identifies any signs that the learner may need additional support. It
involves collecting baseline information about the learner’s development, academic
performance, behaviour, and emotional well-being.
Role of the teacher: At this stage, the teacher monitors the learner's progress closely
and records any signs of learning difficulties or developmental delays. Teachers
conduct informal assessments and use tools such as observation checklists and
portfolios to track the learner's performance. Teachers must identify whether the learner
is struggling due to temporary setbacks or persistent barriers to learning.
Stage 2: Identification and Support Planning
In this stage, the teacher completes the SNA 1 (Support Needs Assessment 1) form,
which helps to formally record the learner’s needs and the type of support that may be
required. At this stage, teachers can start implementing low-level classroom-based
interventions.
Role of the teacher: The teacher takes the lead in documenting the learner’s needs
and initiates an Individual Support Plan (ISP). The teacher collaborates with school-
