1.1 History of Disability Rights in South Africa (30 marks)
Apartheid Era (1948–1994):
 During apartheid, systemic racial segregation compounded
the marginalization of individuals with disabilities. Access
to education, healthcare, and employment was severely
limited, especially for Black South Africans with disabilities.

, Disability was often viewed through a medical or charity
lens, leading to institutionalization and exclusion from
mainstream society.
Post-Apartheid Developments:
 The end of apartheid marked a shift towards recognizing
the rights of persons with disabilities. The 1997 White
Paper on an Integrated National Disability Strategy (INDS)
introduced the social model of disability, emphasizing
societal barriers over individual impairments.
