(receives funding and has certification) Certified Application Counselors (CACs) - assist consumers through unbiased and accurate education and application assistance but does not receive federal grant awards to act as a CAC organizations and are not required to provide public education and outreach services to the same extent as federal navigators Non-Navigator Assistance Personnel - consumer assistance program developed by the state to complement the federal navigator program while remaining "distinct and apart from the Navigator program". States can create their management of state-specific consumer assistance needs while adhering to the same standards and requirements applied to federal navigators
