Florida Child Welfare Certification
Florida Child Welfare Certification is a professional credentialing system mandated by Section 402.40 of the Florida Statutes, designed to ensure that child welfare service personnel possess the core competencies required to perform their duties. The certification is administered by the Florida Certification Board (FCB), the only credentialing entity recognized by the Department of Children and Families (DCF) in Florida, and is implemented through a two-stage pathway of "Provisional Certification → Full Certification". Provisional Certification is divided into three disciplines: CWPI-P (Child Protective Investigator), CWCM-P (Case Manager), and CWLC-P (Licensing Counselor). Applicants must complete pre-service training (Florida Academy or traditional curriculum), pass the Child Welfare Foundations (CWF) exam, and complete a competency assessment before obtaining the provisional credential, which is valid for 12 months. Full Certification upgrade requires the completion of 1,040 hours (approximately 6 months) of direct service work experience, 6 field observations, 20 hours of individual supervision, and 20 hours of group supervision. Continuing education requires a cumulative 40 hours every two years (20 hours per year), with a renewal fee of $200.
