Introduction
The Masakhane Informal Settlement, home to approximately 3,500 households on the outskirts of
the Ekurhuleni Metropolitan Municipality, faces a constellation of interconnected challenges that
typify the informal settlement condition in South Africa. Inadequate housing, poor sanitation,
limited access to clean water, unemployment, and deficient road infrastructure collectively
undermine the quality of life and human dignity of residents (Huchzermeyer 2006). The
municipality's planned Informal Settlement Upgrading Project, intended to provide basic services,
construct proper roads, develop community facilities, and build subsidised housing units,
represents a potentially transformative intervention. However, the success of such upgrading
initiatives depends fundamentally on the quality and depth of public participation. As research on
informal settlement upgrading in South Africa has demonstrated, meaningful community
engagement is not merely a procedural requirement but a determinant of project viability and
sustainability (Patel 2015). This analysis demonstrates how the Typology of Participation,
encompassing Passive Participation, Participation by Consultation, Functional Participation,
Interactive Participation, and Self-mobilisation, can be systematically applied to the Masakhane
context, ensuring that residents become active agents in their own development rather than
passive beneficiaries of state interventions.

Theoretical Foundations of Participatory Development
The emergence of participation as an alternative development paradigm has been remarkable,
with enthusiasm for community participation evident across the globe and particularly in South
Africa (Cornwall 2008). However, the difficulties of achieving genuine participation at grassroots
level are not always fully recognised or analysed. Participatory development, specifically in urban
upgrading contexts, represents an awareness of the inadequacy of previous development efforts
that failed to communicate effectively with local persons and to consider their felt needs and
potential contributions (Chambers 1997). The Typology of Participation, as conceptualised by
Pretty (1995), provides a framework for understanding the spectrum of possible engagement, from
tokenistic involvement to genuine empowerment. This framework is particularly relevant to the
South African context, where the legacy of apartheid spatial planning and the persistent challenges
of inequality demand development approaches that centre the voices and agency of marginalised
communities (Turok 2014).
