The deadlock was not yet resolved and therefore on their return home, the academics convinced their political leaders to start with preliminary talks and to accept a group of mediators who will assist them with it. The two groups of leaders refused to meet face-to-face but remained in their capital cities. The American Secretary of State visited the region and went to both capital cities. He met with the mediators in both cities and assisted them in creating a communication mechanism between the parties in the two cities. Based on the information in this case study description, you have to address the following two points: Point 1 Identify the specific type(s) of confidence-building used by the conference organisers to unlock the stalemate. Some of the possible mechanisms are amnesty, release of political prisoners, Track II-V, power-sharing, ceasefire, etc. Discuss how it was used by referring specifically to this case description. What is the purpose or function of confidence-building in conflict resolution? Point 2 Which type of deadlock-breaking mechanism was used in this case? Some of the possible options generally used in deadlock-breaking are either power mediation, Track I-V mediation, shuttle mediation, proximity mediation, conventional mediation, arbitration or alternative channels. Based on the case description, explain how it was used. Explain also why the other types of deadlock-breaking mechanisms were not used.
