Question 1: Moral Responsibility and Accountability in Leadership

Moral responsibility in leadership refers to a leader’s obligation to make decisions that reflect
ethical principles and to accept the consequences, positive or negative, of those decisions.
Accountability extends this idea by requiring leaders to explain, justify and answer for their ac-
tions to the people and structures that have authority over them, whether a governing council,
a regulatory body, or the staff and students who are affected by their choices. Ethical leaders
in education are understood as moral leaders who recognise their social and civic responsibil-
ities and grasp the weight of the standards they set and the decisions they take (Educational
Leadership Degree, 2023).


1.1 The Meaning of Moral Responsibility and Accountability


Moral responsibility is not the same as legal liability. A leader can be legally within their rights
to make a decision and still be morally at fault if that decision ignores the wellbeing of the
people it affects. Accountability is the mechanism through which moral responsibility be-
comes visible and enforceable: it requires a leader to report on outcomes, accept scrutiny
and, where necessary, face consequences. In a school or university, this plays out through
performance reviews, disciplinary hearings, and audit processes that ask leaders to account
for how resources, staff and academic standards were managed.


1.2 Ethical Behaviour and Answerability in Leadership Roles


A leader’s answerability matters because leadership positions carry a concentration of power
that ordinary staff members do not have. Without a clear expectation that leaders will answer
for their decisions, that power can be used carelessly or self-interestedly with little risk of
correction. Ethical behaviour in leadership therefore requires more than good intentions; it
requires leaders to submit themselves to structures of oversight, to be honest when things
go wrong, and to treat answerability as a normal part of the role rather than a threat to be
managed.


1.3 Key Principles: Transparency, Integrity and Responsibility


Three principles anchor moral responsibility in practice. Transparency means that decisions
and the reasoning behind them are made visible to those affected, rather than concealed

until they can no longer be hidden. Integrity means that a leader’s actions are consistent with
their stated values, so that staff and students can predict how the leader will behave under
pressure. Responsibility means owning both the successes and the failures that follow from
a decision, instead of distributing credit upward and blame downward. These three principles
reinforce one another: a leader who is transparent about a mistake and takes responsibility
for it does more to build trust than one who quietly avoids the topic, even if the underlying
error was smaller.

1.4 Examples of Leaders Held Accountable for Their Actions


In South African higher education, the governance crisis at Fort Hare University illustrates
what happens when accountability structures fail. Investigations into corruption at the insti-
tution were linked to serious governance breakdowns, including an attempt on the life of the
vice-chancellor’s protection officer, and the university’s standing declined as a direct conse-
quence of unresolved leadership failures (The Africa Report, 2023). By contrast, university
councils that commission independent panels to investigate governance crises, as the Uni-
versity of Cape Town did when it appointed a panel chaired by a senior judge to examine its
own leadership failures, demonstrate accountability in action: a willingness to expose the in-
stitution’s own leadership to external, impartial scrutiny (Research Professional News, 2025).
A school principal who publicly acknowledges a flawed disciplinary decision and revises
the policy after consulting staff is a smaller-scale but equally real example of accountability
translating into changed practice.


1.5 Conclusion: The Impact of Responsible Leadership on Organisations


Responsible leadership shapes organisational culture from the top down. When leaders vis-
ibly accept accountability, they model the behaviour they expect from everyone else, which
makes ethical conduct throughout the organisation more likely rather than merely stated as

policy. When accountability is absent, as the pattern of institutional dysfunction in several
South African universities shows, the damage extends beyond the individual leader to the
credibility, stability and academic mission of the entire institution (Jansen, 2023). Moral re-
sponsibility and accountability are therefore not optional add-ons to leadership; they are the
conditions under which trust, and ultimately institutional performance, become possible.
