Person-in-Environment (PIE) Theory

The Person-in-Environment (PIE) theory is a holistic social work framework that
examines how individuals interact with their physical, social, cultural and
economic environments. Rather than viewing problems as residing solely within
the individual, the PIE perspective recognises that people's wellbeing is shaped
by the continuous interaction between personal characteristics and the
environments in which they live. Developed specifically for social work, the
framework encourages practitioners to understand behaviour within the broader
context of family relationships, communities, organisations, policies and wider
social structures. Within social work, the Person-in-Environment perspective
underpins holistic assessment, strengths-based practice and anti-oppressive
approaches by recognising that individual difficulties are often influenced by
environmental factors beyond a person's control (Karls & Wandrei, 1994).

The origins of the Person-in-Environment perspective can be traced to the early
development of social work during the late nineteenth and early twentieth
centuries. Influenced by pioneers such as Mary Richmond and Jane Addams,
social workers recognised that poverty, poor housing, unemployment and social
inequality significantly affected people's lives and could not be understood solely
through individual characteristics. These ideas evolved into the PIE framework,
which was formally developed by James Karls and Karin Wandrei during the
1990s to provide a structured classification system that reflected social work's
distinctive focus on the interaction between people and their environments (Karls
& Wandrei, 1994).

A central principle of the PIE theory is that human behaviour is influenced by
multiple interconnected systems. Personal factors such as physical health,
mental health, personality, coping abilities and life experiences interact with
environmental influences including family relationships, education, employment,
housing, community resources and wider social policies. Consequently,
practitioners seek to understand both the individual's strengths and needs
alongside the opportunities and barriers present within their environment.

The PIE framework encourages practitioners to consider several dimensions
when undertaking assessments. These include the individual's biological,
psychological and emotional wellbeing, the quality of interpersonal relationships,
access to social support, environmental resources and broader structural factors
such as poverty, discrimination, social exclusion and public policy. By examining
