Failed states Countries whose ability to develop both security and stability is
undermined by ethnic, nationalist and/or religious (intrastate) conflicts.
These conflicts often threaten peace and stability beyond national
boarders of the country where the conflict is taking place.


Regime security A condition where the governing elite is secure from the threat of forced
removal from office and can generally rule without major challenges to its
authority. A profound disjuncture between the kinds of security enjoyed by
a small group of developed nations and the kind of security environment
inhabited by the majority of the worlds population. Describes why
governing regimes (governments), instead of being the providers of
security, become the main source of insecurity for their people. The

Insecurity dilemma In contrast to the security dilemma faced by strong, and developed states
(in which military threats originate primarily from other unitary states in an
anarchic international system), the insecurity dilemma faced by weak states
is a security environment in which the primary threats to security originate
from internal rather than external sources. This internal condition of
insecurity is self-perpetuating, as every effort by the regime to secure its
own security through force provokes resistance and further undermines
the institutional basis of the state, and the security of the society as a
whole. It is based on contradictions between societal and state power,
transforming state security into regime security.


'Crisis politics' or 'the politics of survival' A semi permanent condition in which short-term strategies for regime
security substitute long-term state building policies. It is a security strategy
employed by weak states to offset the unique insecurity dilemma,
constraining the policy options open to ruling elites, in which they are
trapped.


Liberal institutionalism Seeks to explain the role of regimes and international organisations in
international relations. Although security regimes can promote strategic
co-operation, other types of regimes (economic, cultural and social)
cannot be discounted, as they provide required windows into other states
ideas and behavious, providing club goods. Institutions can be 1.
hierarchical, with different power levels, or 2. anarchical, with every
member having equal rights. How every any institution, especially security
regimes entail a loss of sovereignty in order to participate.
