claims that it is an independent territory. The state does not recognize the
territory’s claim for self-determination and independence, and therefore a

convinced both sides to start with negotiations. Both sides have met a

favour of continuing with direct negotiations between the two parties, while
the state wants now to use mediation for the remainder of the negotiations.
