a licensed body piercer to implant or imbed foreign objects into the
human body or otherwise to engage in the practice of medicine and
surgery

board of the healing arts
10. Tattooing Means a process by which the skin in marked or colored by the insertion
of non-toxic dyes of pigments by use of needle into or under the sub-
