1. EQUITY

Definition and Philosophical Origins

Equity, in the philosophy of education, refers to the fair and just distribution of educational
resources, opportunities, and outcomes in a manner that acknowledges and addresses structural
disadvantages. It is distinguished from the concept of equality, which assumes uniform
treatment regardless of circumstance. The philosophical roots of equity can be traced to
Aristotle's notion of distributive justice, which held that people should be treated according to
their differing needs and merits rather than identically (Brighouse & Swift, 2008:5).

In modern educational philosophy, John Rawls (1971) significantly advanced the idea of equity
through his Theory of Justice, where he argued that social institutions must give priority to
benefiting the least advantaged members of society. This principle has been widely applied in
debates about educational resource allocation.

Historical Development and South African Context

In South Africa, the concept of equity is inseparable from the history of apartheid education,
which was characterised by deliberate and systemic inequality. The Bantu Education Act of
1953 institutionalised racialised under-resourcing of Black schools (Christie, 2008:47).
