Interest groups form around issues of public concern. Their role in the political process involves one of

three objectives: to increase government intervention, such as advocating for more environmental

regulations; to maintain current levels of government involvement, such as seeking to protect
women’s reproductive rights established in Roe v. Wade (1973); or to reduce government regulations,

such as opposing gun control.

Most Americans do not participate in interest groups—participating takes time, money, and effort. But

recruiting and sustaining interest group support requires that individuals be motivated and care about

desired policy responses.

Interest groups that achieve their policy goals often shift focus to remain relevant to their members,

although some disband when policy objectives are met or if the drive for forming an interest group has

ended, such as when a vote on a policy or a nomination occurs. For instance, once a premier

organization, the interest group Rock the Vote was not active in the 2012 elections.
