Human Resource Management (HRM) in the public sector plays a

institutions function effectively and efficiently. In South Africa,
public organisations operate within a constitutional and legislative

delivery, and good governance. Therefore, public sector human
resource management is not merely about administrative
personnel functions, but about strategically managing people to
achieve national development goals.
This portfolio discusses the management perspective of HRM, the
meaning of “public” in public sector HRM, the resources utilised in
the HR process, whether HR is the sole responsibility of HR
offices, and evaluates HRM as an integrated process in South
African public organisations. It concludes with a comprehensive

2. The Management Perspective of the Human Resource
Function
If the human resource function has a management perspective, it
implies that HRM is not simply a support or administrative activity.
Instead, it is a strategic management function concerned with
