access to quality education, and broader issues of inequality and
transformation.
Language as a Tool of Power in Education
Language functions as a powerful social and political tool
because it determines whose knowledge is valued and whose
voices are heard. During apartheid, Afrikaans and English were
imposed as languages of instruction, while African languages
were systematically devalued. This linguistic hierarchy reinforced
racial and class-based power structures, privileging white learners
and marginalising black learners. Although apartheid has ended,

, these power relations persist in post-apartheid education. English
remains the dominant language of teaching, learning, and
assessment, positioning it as a gatekeeper to academic success,
economic opportunity, and social mobility. As a result, learners
who are fluent in English hold symbolic and practical power within
the education system, while those who are not are

Language and Learning Outcomes
The use of a second or third language as the language of
instruction has a direct impact on learning outcomes. Research
consistently shows that learners understand concepts more
effectively when taught in their home language, particularly in the
early years of schooling. In South Africa, many learners begin
schooling in their home language but are required to transition to
English as the language of instruction by Grade 4. This sudden
shift often leads to cognitive overload, where learners struggle to
grasp subject content because they are simultaneously trying to
learn a new language. Consequently, poor language proficiency
contributes to low literacy levels, weak academic performance,
