When the teacher let the first rule breaker off, she said it was because they
had not begun discussing the topics. I think that this action by the teacher
could lead the other students to think they could get away with the same
thing. If another one of them were given a fine for breaking the rules, that
student might remind the teacher of what she did at the beginning of class
and ask why he or she were treated differently.
