ASSESSMENT 2

Strategic Information and Knowledge Management Framework

,1. Introduction

This assessment responds to the appointment of a Chief Knowledge Officer (CKO)
in a multinational organisation operating across healthcare, financial services and
manufacturing sectors. The organisation has implemented Enterprise Resource
Planning (ERP) systems, cloud platforms and Artificial Intelligence (AI) analytics, yet
continues to experience knowledge silos, loss of tacit knowledge from an ageing
workforce, fragmented information systems, weak alignment between information
systems and knowledge management strategies, elevated data governance and
cybersecurity risks, and limited ability to measure knowledge as a strategic asset.
Senior management requires a strategic Information and Knowledge Management
(IKM) framework that ensures knowledge is captured, organised, shared, protected
and leveraged for innovation and decision-making. The four questions that follow
critically evaluate knowledge auditing and organisational learning; the integration of
information systems, AI and knowledge management systems; the development of a
knowledge-centric culture; and knowledge retention, governance and risk
management. Each answer is grounded in established scholarly literature and
applied directly to the organisational context described in the scenario. The analysis
integrates complementary perspectives from knowledge-based theory of the firm
(Grant, 1996), the resource-based view (Barney, 1991), organisational learning
theory (Senge, 1990; Argyris & Schön, 1978), and contemporary AI-enabled
knowledge management research to produce a coherent, actionable strategic
framework.

2. Question 1: Strategic Knowledge Auditing and Organisational
Learning (25 Marks)

A knowledge audit is a systematic investigation of an organisation’s knowledge
assets, needs, flows, gaps, risks and opportunities. It provides the evidence base
required to design and prioritise knowledge management interventions and to align
knowledge resources with strategic objectives (Ayinde, Orekoya, Adepeju &
Shomoye, 2021; Hylton, 2002). In the present multinational context, a rigorous
knowledge audit is indispensable for diagnosing regional silos, mapping critical tacit

, knowledge held by an ageing workforce, and identifying misalignments between
existing information systems and knowledge requirements.

2.1 Strategic Importance of Knowledge Auditing in Identifying
Knowledge Assets and Gaps

In modern multinational enterprises operating across complex, highly regulated
industries such as healthcare, financial services, and manufacturing, knowledge is
universally recognized as the primary source of sustainable competitive advantage
(Barney, 1991; Grant, 1996). However, despite rapid digital transformation and
heavy capital investments in Enterprise Resource Planning (ERP) platforms, cloud
infrastructure, and AI-enabled analytics engines, organisations routinely face severe
operational friction, including fragmented regional divisions, duplicated work, and lost
institutional memory. To diagnose and rectify these systemic pathologies,
organisations must deploy a Strategic Knowledge Audit an empirical, systematic
diagnostic evaluation of an enterprise's intellectual capital, knowledge assets,
knowledge flows, gaps, barriers, and structural alignment (Hylton, 2002; Liebowitz,
1999).

Unlike a conventional data or information system audit which merely inventories
digital assets, database schema, server storage capacity, and network bandwidth a
strategic knowledge audit investigates the dynamic, human-centric, and contextual
dimensions of organizational intelligence (Dalkir, 2022). It operates on the
fundamental premise that knowledge is not merely explicit data stored in document
repositories, but a fluid mixture of framed experience, values, contextual information,
expert insight, and grounded intuition (Davenport and Prusak, 1998; Wiig, 1997).
Knowledge is widely recognised as a primary strategic resource that underpins
competitive advantage, innovation and organisational performance (Barney, 1991;
Grant, 1996; D’Oria & Crook, 2023). A knowledge audit makes this resource visible
and manageable. Its strategic value lies in four interrelated contributions.

First, the audit produces a knowledge inventory that distinguishes critical knowledge
(knowledge whose loss would significantly impair performance) from peripheral
knowledge. In a multinational spanning healthcare, financial services and
manufacturing, critical knowledge includes clinical protocols, risk models, process
