Policy Monitoring and Evaluation
Building an M&E Framework for Gauteng EMS Policy
Session 3 of the EMS Public Policy Training Series
Recommended duration: ~115 minutes | Format: In-service / small-group training
Prepared for internal agency training use.
, Session Overview
This is the third and final session in the series. Sessions 1 and 2 covered how policy is made and how it's
implemented; this session closes the loop how Gauteng EMS knows whether a policy is working, and what to do
with that evidence. Participants leave with a working indicator framework and a reporting plan they can apply
directly.
Learning Outcomes
• Distinguish between policy monitoring and policy evaluation.
• Explain why monitoring and evaluation are essential throughout the public-policy process.
• Identify inputs, activities, outputs, outcomes, and impact in an EMS policy intervention.
• Build a basic M&E indicator framework and data-collection plan for a Gauteng EMS policy.
Who This Session Is For
Station officers, shift supervisors, training officers, and EMS leadership involved in reporting or performance
review. Builds on Sessions 1 and 2 participants should have completed both first.
