This session moves participants from policy design (Session 1) into policy implementation, the point where most
EMS policies succeed or fail. Using Gauteng's own response-time data, participants will trace exactly where the
implementation chain breaks, and why.

Learning Outcomes
• Define public policy implementation and explain why policy success depends on implementation, not only
policy design.
• Identify the main role players in EMS policy implementation and explain their responsibilities.
• Analyze factors that affect implementation, including leadership, funding, staffing, fleet availability,
technology, public opinion, hospital coordination, and governance.
• Identify likely implementation barriers and propose practical mitigation actions.

Who This Session Is For
Station officers, shift supervisors, training officers, and EMS leadership. Builds directly on Session 1 (Public
Policy Process) participants should have completed that session first.
