Labour Rate

- gave work on farms - farmers paid 100% of the wages, but they didn't have to pay the poor rate SUCCESSES: - 1/5 parishes adopted this system FAILURES: - less contributors to the poor rate - took away from the everyday workforce - farmers didn't employ the other people - only the paupers

Why was outdoor relief not attractive to the parish?

- not as cost effective as indoor - requires the skilled work of proffesionals - parishes could not amalgamte their work with other parished. Therefore, had all the responsibility. - Numbers claiming relief was usually hgih - No opportunity to generate own income
