TTC Plans

-Describe TTC Measures to be used for Facilitating road users through the TTC Zone
-Specific requirements vary by project and/or jurisdiction
-May range from very detailed to referencing:
.. Typical drawings from the California MUTCD or Cal-trans' Standard plans
..Approved Highway agency drawings
..Specific drawings contained in the contract documents or permits
-All highway construction, utility work, maintenance operations, and incident management including
minor maintenance and utility projects should have a TTC plan prior to occupying the TTC Zone.

Who can make modifications to an approved TTC plan?

-The responsible highway agency
-Sometimes a traffic control supervisor
-Rarely a traffic control technician
-The alternate or modified plan should have the approval of the responsible highway agency prior to
implementation

Highway Types

-Multilane divided highways
-Multilane undivided highways
-Expressway.freeway(limited access)
Two-lane road

TTC Zone

The TTC Zone is the portion of the road from the first warning sign (or high intensity rotating,
flashing, oscillating or strobe lights on a vehicle) to the END ROAD WORK sign or the last TTC Device.

TTC Zones

,-Advance Warning
-Transition Area
-Activity Area
-Termination Area

Advance Warning Area

-Signs tell users what to expect ahead and the required action
-Where users are informed (IN ADVANCE) about the upcoming work zone or incident area
-Typical TTC devices: Signs ( Typically, orange and diamond shaped); my vary from a single sign to a
series of signs or a flashing light on a vehicle
-signs in the advance warning area usually follow a three step process:
..1st: attract the driver's attention
..2nd: tells what lies ahead
..3rd: tells what must be done

Recommended Advance Warning Sign Spacing

-Increases with speed
-depends on the type of road
Urban ( 25 mph or less ) = 100 ft
Urban ( more than 25 mph to 40 mph) = 250 ft
Urban ( more than 40 mph ) = 350 ft
Rural = 500 ft
Expressway/ freeway= 1,000 ft (a), 1,500 (b), 2,640 ft (c)
ABC^= A dimension is the distance from the transition or point of restriction to the first sign. B
dimension is the distance between the first and second signs. C dimension is the distance between
the second and third signs. ( the "first sign" is the sign in a three sign series that is closest to the TTC
zone. The "third sign" is the sign that is furthest upstream from the TTC zone)

Transition area

Where road users are redirected out of their normal path
-involves the strategic use of tapers

Activity Area

-where the work activity takes place
-comprised of the:
..Work space
..traffic space
..buffer space(s)

Work Space

-the portion closed to road users
-set aside for:
..workers

, ..equipment
..material
..a shadow/barrier vehicle (if one is used)
-usually delineated by channelizing devices or by temporary barriers

Traffic Space

-The portion of the highway in which road users are routed through the activity area
-the space open for public to pass safely

Buffer Space(s)

-a lateral and/or longitudinal area that separates road user flow from the work space or an unsafe
area, and might provide some recovery space for an errant vehicle
-neither work activity nor storage of equipment, vehicles, or materials should occur within a buffer
space. The longitudinal buffer space should be 100% empty, 100% of the time.
-Longitudinal buffer space may be placed in advance of a work space
-if a longitudinal buffer space is used, table 6C-2 of the California MUTCD may be used to determine
the length of the longitudinal buffer space, based on the speed of traffic on level roads. For
downgrade conditions, use table 6C-101(CA) of the California MUTCD.
-Lateral buffer space may be used to separate the traffic space from the work space, or between two
travel lanes, especially those carrying opposing flows; based on the application of engineering
judgement.

Stopping sight distance as a function of speed on level roads

-20mph= 115ft
-25mph= 155ft
-30mph= 200ft
-35mph= 250ft
-40mph= 305ft
-45mph= 360ft
-50mph= 425ft
-60mph= 570ft
-65mph= 645ft
-70mph= 730ft
-75mph= 820ft
*should be used for the placement of the flagger station upstream of work space

Stopping sight distance as a function of speed on downgrades

MPH: %downgrade(-3,-6,-9)=feet
20: 116, 120, 126
25: 158, 165, 173
30: 205, 215, 227
35: 257, 271, 287
40: 315, 333, 354
45: 378, 400, 427
