Welcome to your new role at Four Seasons Health Care.
We are a care centre that support people with mental health needs on their
road to recovery. We also offer a range of care for people living with dementia,
including residential dementia care and nursing dementia care depending on
an individual’s needs.
Any new role brings new things to learn. You are being asked to complete this
induction programme by reading this booklet thoroughly, so that you
understand the policies and procedures in this care centre.
This induction booklet explains who makes the laws and policies for the health
and social care sector, what the laws and policies are across the nation and
within this organisation and how they are reflected in the tasks we carry out.
It also includes references to the Northern Ireland Social Care Council
(NISCC)code of conduct and practice, it is the regulatory body for the social
care workforce in Northern Ireland. Its aim is to increase the protection of
those using social care services, their carers and the public. It explains how
ethics informs health, care and support services. Analyses the impact of
equality legislation and the policy on how to effectively practice safeguarding.
Finally, this induction booklet also looks at Northern Irelands system of
government and how it is a good and bad system in relation to its effect on
health and social care practitioners.

, INTRODUCTION TO THE LEGAL AND POLICY
LANDSCAPE OF NORTHERN IRELAND
Northern Ireland has a devolved government which means that power is
transferred by a central government to a regional administration. In
Northern Ireland, power has been transferred by the UK government to the
Northern Ireland assembly.

NORTHERN IRELAND ASSEMBLY
The Northern Ireland assembly is made up of three
groups. The legislature, the executive and the judiciary.
Constructive relationships between these groups are
essential to the effective maintenance of the
constitution and the rule of law.


The Legislature is the law-making or law
changing branch of the government. In
Northern Ireland, it is the Northern Ireland
Assembly that composes the law. They make
and provide legislation for health and social
care practitioners, for example, mental health
issues are covered by the Northern Ireland
Mental Health Order 1986. This Order informs
health and social care practitioners on how to assess, treat and the rights of
people with mental health conditions.
The Executive is the branch of government
with authority and responsibility for the
daily administration of the state. It
executes/ enforces the law. The Northern
Ireland Executive is structured to ensure power-sharing and inclusivity. It is
chaired by a First Minister and deputy First Minister, followed by 8 other
ministers that are responsible for different departments including health. The
department of health (DOH) promotes the legislation set by the Assembly to
the practitioners within health and social care. The DOH has three main
responsibilities:
• Health and Social Care (HSC)- which includes policy and legislation for
hospitals, community health and personal social services.
• Public Health- which covers policy, legislation and administrative action
to promote and protect the health and well-being of the population.
