policy affect labour and material costs (O'Carroll, 2023). Growth and inflation affect demand and
project viability, as stated by Burgess et al. (2018). BIM and modular construction are essential for
efficiency and labour shortages. Environmental and safety laws affect project compliance and
execution (Fowler, 2023).
