Question 1: In your opinion, what are the causes of corruption in SASSA? (200 words, 5
marks)

Corruption in the South African Social Security Agency (SASSA) can be attributed to several
interrelated factors. One major cause is weak internal controls and oversight, which allow
fraudulent activities such as unauthorized grant payments, identity theft, and manipulation of the
beneficiary system to go undetected. Another significant factor is political interference, where
individuals use their influence to ensure certain people are unfairly awarded contracts or grants,
compromising the fairness and integrity of the system.

Poor accountability mechanisms also contribute to corruption. When SASSA employees are
not held responsible for misconduct, it creates an environment where unethical behavior
becomes normalized. Additionally, low wages and lack of morale among staff can push some
employees toward accepting bribes or engaging in dishonest conduct. Technological
vulnerabilities, such as outdated systems or data leaks, further enable cyber fraud and identity
manipulation.

Finally, widespread poverty and desperation among citizens can drive some to commit fraud
to survive, particularly when the social grant system is seen as a lifeline. This combination of
institutional weaknesses, socio-economic pressures, and limited enforcement makes SASSA
especially vulnerable to corruption
