Line evaluations are primarily conducted by immediate supervisors within a
police unit and focus on routine checks and assessments of personnel,
resources, and procedural adherence (Swan in Holden, 1994:175). Staff
evaluations, on the other hand, are conducted independently of the police
station’s command structure and aim to provide an objective analysis of law
enforcement performance and efficiency. The outcomes of these evaluations
play a critical role in shaping policies, refining operational strategies, and
addressing any deficiencies within the police service (Holden, 1994:176).

Definition of Key Concepts
Line Evaluations
Line evaluations refer to assessments conducted by police officers who are
part of the unit being evaluated. These evaluations aim to ensure compliance
with operational procedures through continuous observation and review by
those directly responsible for specific functions (Swan in Holden, 1994:175).
Line evaluations are typically carried out by station commanders or unit
supervisors and focus on aspects such as personnel conduct, firearm
management, administrative records, and facility maintenance (National
Instructions 13 of 2016).
