Calonne's tax system reforms: 1) make a single land tax with no exemptions
2) allow free movement of grain to stimulate the economy
3) restore national confidence

In February 1978, the Assembly of Notables of 144 members were noticeably
against the reforms,however not all. They encouraged the summoning g Estates
General for the Approval of the nation. When later Brienne presented his
reforms to the Parlement of Paris, it declared that on the Estates-General
as a whole can approve of this.When, consequently,Louis XVI exiled the Parlement,
the nobility found this very harsh and revolted against in summer 1778-most
opposition.
