The atmosphere is cut in half every time you go up 18,000 ft
For 0 is sea level where 100% of the atmosphere is above and 0% is below

To find the percentage above the jet at 37,--- feet we calculate how many 18,000 foot
intervals are below this altitude and determine how much atmosphere is left at those
intervals.
37,000 ft divided by 18,000 = 2,0555 (approx)
That means there are 2 intervals
Percentage of atmosphere above 37,000 ft = (½) ^2 x 100% = (¼) x 100% = 25%
So roughly 25% is above the jet
