P4 Outline key legislation and regulations which govern safeguarding adult work
M2 describe the role of legislation and regulations in safeguarding adults from abuse

Safeguarding Vulnerable Groups Act
This act was passed to prevent the risk of abuse and harm by stopping people who are
unsuitable to work with children and vulnerable adults from gaining access to them through
work. It protects both children and vulnerable adults from individuals who may threaten to
put them at risk. The act helped to establish the Independent Safeguarding Authority, which
merged with the Criminal Records Bureau in 2012 to become the Disclosure and Barring
Service. All services who provide services to vulnerable people have a legal obligation to
use this service to check the suitability of their staff.
This legislation has an important role in ensuring that adults are safeguarded from abuse.
The act sets standards of care for services and ensures that staff working with vulnerable
adults have a DBS check before coming into contact with the service users. This is important
for improving the safety of the adults in their care as it stops any unsuitable staff members
who have committed crimes or abused in the past from getting the opportunity to gain
access to the vulnerable groups. The barring scheme was introduced to both the health
service and the social care sector. This means that district nurses became aware of what the
act offered as well as when and how it should be implemented into their services. This
allows staff to understand their legal duties as a health or social care worker, in order to
protect their patients from abuse.

Disability Discrimination Act
This act protects disabled individuals against harassment, victimisation, and disability related
discrimination for example refusing a service to someone because they have a disability.
The DDA puts policies and procedures in place in both health care and social care settings
in order to protect service users and their rights. The act ensures that individuals with a
disability have their individual needs cared for and are treated with care and respect. The
policies and procedures help to incriminate any discrimination or harassment that may come
to the individual whilst they are in a care setting.
This legislation protects vulnerable adults with a disability against harassment, victimisation,
and discrimination. This act is backed by the law meaning that anyone who is found guilty of
discrimination can be incriminated which will be noted in their criminal record to stop them
from accessing vulnerable individuals in the future. The disability discrimination act places
clear guidelines and duty on employers and service providers to provide high level care.
They also focus on adjusting the environment to provide aid so the service users can
overcome their barriers, this is that the service user can have a person-centered approach to
care and learn to do things themselves to the best of their ability. This helps the service user
to feel empowered to continue to live their life as independently as possible. It upholds the
human right to not be treated inhumanely, abused, degraded, or humiliated. The act
provides an support system for individuals who are being discriminated against or abused,
which allows them to ask for help and get away from their abuser.
