Health Issue 2: Certificate of Need
Introduction Health Policy Issue Certificate of Need (CON) laws require healthcare providers to get a certificate from a state board showing an existing economic need for a product or service before undertaking major expansions or building new facilities. CON statutes were meant to lower health costs cutting unnecessary duplication and proliferation of health facilities. These laws also sought to increase health quality by regionalizing specific surgical and other complex procedures where volume-quality relationships exist. Finally, these statutes aimed at improving quality healthcare accessibility by preventing competitors from prioritizing high-paying patients risking disproportionately uncompensated care.
