achieving a better balance between the prison population
and the resources available for the correctional services- Proposed 3 radical changes:
1. ‘End to end management’ of each offender from first contact with the correctional
services to the full sentence completion
2. A clear division between the commissioners of services and their providers
3. There should be ‘Contestability’ amongst these providers-
Argued efficiency would increase, unit costs would decrease, and innovation encouraged.
Pressure on the prison population relieved by giving courts greater confidence in the
effectiveness of community sentences

- Reviewing sentences
- The Crown Prosecution Service (CPS)
- The serious fraud office
(Rarely in the news; this department largely operates behind the scenes)
The Police
- 43 police forces areas in England and Wales (& British Transport Police)
- Metropolitan police founded in 1829 by Robert Peel
- PCC’s (outside London)
- All police forces have different priorities (community-led policing) based on local need
