NameandObjectives
Intheperformanceofthesefunctions,theobjectivesoftheAssociationshallbe:
a.)tostresstheeducationalimportance,theculturalvalues,theappreciationsandskillsinvolvedinallinterschol
asticactivitiesandtopromotecooperationandfriendship;
b.)toregulateinterscholasticprogramsinbothcharacterandquantityinregardtothegenerallyacceptedobjecti
vesofsecondaryeducationandsotheyshallnotundulyinterferewithnorabridgetheregularprogramofteacher
sandstudentsintheperformanceoftheirregularday-to-dayschoolduties;

d.)toencourageeconomyinexpensesofinterscholasticactivities;and

ForeignExchangeEligibility
InternationalandForeignExchangeStudents:StudentsattendingschoolinIllinoisundertheauspicesofapprove
dstudentexchangeprogramsshallbeconsideredeligibleregardingresidenceandtransferforamaximumperio
dofonecalendaryear,commencingwiththedateoftheirenrollmentandbeginningattendanceatanIHSAmemb
erschool.Tobeconsideredforapproval,aforeignexchangeprogrammustbeapprovedbytheIHSAandtheCoun
cilonStandardsforInternationalEducationalTravel(CSIET).Itmustalsoassignstudentstoschoolsbyamethodw
hichinsuresthatnostudent,school,orotherinterestedpartymayinfluencetheassignmentforathleticorotherp

SpecialEducationandSpecialVocationalEducationStudents:StudentsattendingaSpecialEducationorSpecial
VocationalEducationalCooperativeCenter,shallbeeligibleunderthefollowingconditions:
StudentstakingpartoftheirworkattheSpecialCenterandpartattheirhomehighschoolshallbeeligibleattheirho
mehighschoolonly;
StudentstakingalloftheirworkattheSpecialCentershallbeeligibleateithertheirhomehighschoolortheschool
