Part 3:

1.​ What are the primary functions of the state legislature?
Policy making, representation, and oversight.
2.​ Describe the difference in roles between the delegates and trustees as seen in the
Representation of State Legislatures.
3.​ Why is there not always an existence of delegates or trustees all the time? When might
one be better to execute issues than the other? Provide 3 primary reasons why
delegates and trustees are so complex in representing policy.
If you are helping with policy, you are making and ammending laws as the legislature
Policy representation may be used with delegates who delegate for the people, and Trustees do
the same often without hearing the people and also they’re used when needed during a lack of
a unified voice etc.
4.​ Explain the difference between the legislature’s representation through policy, casework,
and “bringing home the pork” or “pork-barreling”?
If you are conducting representation, you are using policy representation, casework, and prok
barreling. With this, you are able to use your best interest to bring to your home or hometown
special material that will benefit that district in particular. This could be the implementation of a
new hospital, better roads in Harris County, etc.
And oversight was a concern with how laws were being implemented.
5.​ What are the characteristics of most State Legislatures and who are more often going to
be in this position?
6.​ What is the incumbency advantage?
7.​ Describe the lawmaking process.
8.​ How does the lawmaking process differ in Texas and Nebraska?
While Texas is more complicated, Nebraska is a unicamera legislature and it is different in the
lawmaking process because of this.
9.​ What is malapportionment and why did this occur in legislative districts until the 1960’s?
10.​Describe gerrymandering and the relevance of the Baker v Carr and Reynolds v. Sims.
11.​What groups make up the Legislative-Redistricting Board?
