Question 1: Hierarchy of Safety Management Controls
(a) Definition of Safety Management Controls (2 marks)
Safety management controls are systematic strategies and procedures implemented by
organisations to eliminate, reduce, or manage workplace hazards and risks, thereby
preventing incidents and protecting workers’ health and safety (Hale & Borys, 2013).
(b) The Five Levels of the Hierarchy of Controls (5 marks)
1. Elimination – Removing the hazard completely from the workplace.
2. Substitution – Replacing the hazardous material/process with a safer
alternative.
3. Engineering Controls – Redesigning equipment, processes, or the work
environment to reduce exposure.
4. Administrative Controls – Implementing policies, training, and work practices to
limit risks.
5. Personal Protective Equipment (PPE) – Providing protective gear as the last
line of defence (NIOSH, 2015).
(c) Workplace Examples (5 marks)
1. Elimination: Removing asbestos from a construction site.
2. Substitution: Using water-based instead of solvent-based paints.
3. Engineering: Installing machine guards to prevent contact with moving parts.
4. Administrative: Introducing shift rotations to reduce fatigue in mining operations.
5. PPE: Supplying miners with helmets, respirators, and safety boots.
