- Describe very briefly how they started, how they got involved in cross-continental
cooperation, how they describe their mission, how they are organised, what they do,
what seems to be different from what traditional players are doing, what kind or results
they can show
- Describe how they are moving from being traditional payers to players (see visual)
- Make your own evaluation in terms of the strengths and weaknesses of the organisation
- Speaking notes: 3000 words maximum (toledo says 1200?)

First pillar: bilateral
Pillars of international dev. Cooperation
JICA: First pillar of international development cooperation
- = Government agency (of donor country Japan)
- Japan International Cooperation Agency
- Very different projects all around the world

Second pillar: multilateral
World Bank: Second pillar
- One of the institutions of the ‘galaxy’ of international, interstate organisations= Second
pillar!
- Lots are linked to UN or UN agencies
- Other institutions: IMF, Unicef, etc.

Third pillar: NGDO
Oxfam: Third pillar
- Oxfam is by Oxford university
- It’s an NGO, just like Save the Children
- Civil society organisations, often created in (rich) donor countries, to avoid waiting for
governments.
- NGDO’s. Non-Governmental Development Organisations.

,Fourth pillar:
- Contrary to first, second, and third: were not created to do IDC, but they are involved in it
o EG: sportanddev.org
- Can be from churches, schools, etc.
- Transfer of money, knowledge to help less favoured communities.
- These are more recently created, contrary to the first, second and third pillars which
were created around 1960s, due to the north-south divide (to aid Africa).

The Humanitarian subsector:
- Comes in when there is a crisis: tornado, volcanoes, violence etc.
- Other pillars work in a structured manner, in a long term way.

Is all of this development cooperation?
- Shift in dev. Coop.: From transferring money and knowledge from those who have to
those who not have, to other instruments.
o EG: Using shade trees in Ghana to enlarge yields. Also lower emissions.
- Results based payments:
o eg. carbon credit system in Ghana
- Another method: spreading awareness
o EG JusticeforCongo

Epistemic waves (mainly from 1960s onwards)
- Modernisation
o Making ‘third world countries’ follow western countries.
o Dev. Coop. was all about transferring these models; politics, infrastructure etc.
o Tight aid: we give you money, but you buy from us, not in local markets.
▪ Adjust to international norms and standards.
o They gave more money to unadjusted countries: contradictionary!
- Structural adjustment
o Give them space to breathe: make them less dependent on our debts, get them
out of their debt circle.
o A lot of IDC were actually loans causing a debt trap
- Debt reduction/cancellation
o To help ending the debt circle
- Poverty reduction
o Late 1980s, 1990s.
o Very similar projects: one size fits all.
o Had some results, but could have more results if tailor-made
o Don’t worry about the elite: work with the poor
- Sustainable development & global goods
o Around 2000s
o Shift of attention to global, not just south

o Need to work together
- Decolonisation & compensation
o More recent
o There are disparities and inequalities in contact between countries
o IDC is a rich and white activity.
o Is compensation IDC or just an extra?

o Trump: lets get rid of US AID (American JICA)
