Evicted – Desmond

Chapter 1:
Sherrena Tarver is married to Quentin
Sherrena is landlord and Quentin her property manager
- She is specialized in the black poor.

It is very common to fraud with electricity (they reroute the meter) 6 billion worth of power pirated
that way.

Building inspector = inspect houses if they are safe. This can cost the landlord money.

There was a situation that a tenants’ mother (Doreen) called the inspector for her daughter’s house.
To not get in trouble, Sherrena immediately evicted the daughter for not paying rent.



Chapter 2:
Lamer is a poor black man. He has to kids: Luke and Eddy.
Buck is a friend of his
He has just one leg. He lost his leg in a crack psychose. He jumped out of the window.

Economic changes devastated black workers and their changes on the job market. The welfare check
tries to fix that.

For many landlords it was just a side-job. Only ¼ of their income came from rents.

Sherena was in a meeting with other landlords. She suggested to consult property of others:
collecting rents and doing evictions.

Chapter 3:
Tobin Charney owned the Trailor park: College Mobile Park
Lenny Lawson (43) and Office Susie worked at a Trailer Park.

Milwaukee was declared the most segregated city (resource: New York Times). It was racially
deviated.
North = black
South = white

There was attention on Milwaukee because there was a protest by blacks against housing
discrimination.

A landlord could be too hard or to soft: the money was in the middle.

Tobin was in the middle. He did not evict many people but knew how to ask for rent. Sometimes he
would let people work for him to pay off. But sometimes he “forget” that people paid him. So tenants
did not fully trust him.

The trailer park was a haven for drugs, prostitution and violence. The media came and said it was the
‘shame of the south’.

Laurraine Jenkins was a tenant who was active in the media thing. Tobin started in revanche an
eviction procedure against her.

, Chapter 4:
The media thing let Tobin to court, for the problems in the park.

In ended up that he could keep the park, if he made drastic steps to improve. So he started to evict
the troublemakers.

Pam (30 and pregnant) and Ned were tenants in the trailer park.

Pam had two kids form earlier abusive relationship: Bliss and Sandra
Ned has also three other kids

They had a drugs problem. They got evicted by Tobin.
After the eviction they staid with Scott and Teddy. But because they accepted people in their house,
which was not allowed, Tobin evicted them too.

Chapter 5:
Arleen had two kids: Jorin (14) and Jafaris (5)
She also had children from an earlier relationship.
Arleen was a poor black.

She was a tenant by Sherrena.

Sherrena decided to give Arleen a roommate: Trisha (she had a baby, but her sister raised him,
because she was on crack.)

Belinda Hall was a payee, who was responsible for handling the fiancée of SSI beneficiaries incapable
of managing their own money. Trisha was on of Belinda’s client.

Belinda worked with Sherrena. This gave Sherrena a stable income.

SSI = bijstand



Chapter 6:
Doreen Hinkstons was a black women with a large family. She had four children and grandchildren
Patrice (24) Who had Mickey (10), Joda (4) and Kayla (2)
Natasha (19)
C.J. (14)
Ruby (13)

Patrice used to live in the appartement below Doreen. But she got evicted by Sherrene (because of
the building inspector situation in chapter 1). Now Patrice lived in by Doreen.

They were dirty and not so clean. Their house had a lot of trouble, e.g. a not working sink. but
Sherrene thought it was their own fault and wouldn’t fix it. (this was common for landlords)

Neighbourhoods with high levels of collective efficacy have lower crime states. = linked neighbours
who trust each other.

Rent in bad areas was not cheaper than in good areas.

Tenants who paid the bill monthly, had advantages, legal protection to keep the house safe and
decent.
-They also could afford building inspectors.
