,01 Executive summary
This is the client proposal: ‘The re-organization of the rural area’ and
is carefully written by Green Horizon consultancy.
We were asked by RTLG to come up with a proposal to improve the
communication and collaboration among stakeholders involved in the
re-organization of rural areas. After conducting a series of analyses
we concluded that there are power imbalances and different
interests at play. These two factors make it hard for all the
stakeholders to collaborate and communicate in a productive way.
Based on our analyses, scenario’s, and strategies on how to improve
this collaboration, we propose a serious game.
The serious game that we have developed is based on the `Nitrogen
crisis in the Netherlands and takes place in the fictive country of
Windmill Fields.
The main goal in this game is to reduce Nitrogen and the game will
be played by multiple stakeholders: government, farmers, citizens,
research institutes and NGO’s. This game is designed in such a way
that different parties have to communicate and they NEED to
collaborate in order to win the game. Selfish behavior will show the
consequences that may happen in real-life as well.

The organization
Green Horizon Consultancy was founded in 2024 by a
team of dedicated students from the Master of
Organization- and Management Studies at Tilburg
University. Our focus is on enhancing communication and
collaboration among stakeholders in different fields. We
aim to bridge theory and practice, creating solutions that
foster sustainable and equitable development. By
prioritizing long-term impact over short-term gains, we
are committed to driving positive change and building a
future where all stakeholders can thrive.
