The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services System. HHSC includes two agencies: the Texas Health and Human Services Commission and the Texas Department of State Health Services (DSHS). HHSC is headquartered in Austin, TX. with Dr. Courtney Phillips currently serving as the system’s Executive Commissioner (Wikipedia, 2019). HHSC’s main purpose is to help Texans connect with services they need. A1: MISSION The mission statement for HHSC is to improve the health, safety and well-being of Texans with good stewardship of public resources (Texas Health and Human Services, 2019). A1A: VISION The vision statement for HHSC is to make a difference in the lives of the people served. Texas began transforming how it delivers health and human services to qualified Texans. The goal for the agency for at least the next three years include making HHSC Systems more efficient and effective (Texas Health and Human Services, 2019). HHSC strives for the following goals: • Make it easier for people to find out about the services or benefits for which they may qualify. • Better integrates programs by removing bureaucratic silos and grouping similar programs and services together. • Creates clear lines of accountability within the organization. • Includes well-defined and objective performance metrics for all organizational areas. A2: IDENTIFICATION OF STAKEHOLDERS HHSC’s stakeholders are critical in establishing and accomplishing the agency in initiatives. Stakeholders for HHSC include internal and external stakeholders, as well as customers and users. Internal stakeholders include employees, volunteers, leadership and executive staff. External stakeholders include local authorities, special interest groups, providers, patients and individuals who utilize services. A3: LEADERSHIP AND PROCESSES Because HHSC is fundamentally synergized, it is necessary to collaborate with other areas to make well-grounded decisions. HHSC has incorporated a process that receives government feedback, reviews policy and advises the Executive Commissioner on the main functions of HHSC. Additionally, HHSC has more than 70 advisory committees that consists of professionals and individuals receiving services to offer real life experience to offer input into program polices and operations (Texas Health and Human Services, 2019). A4: FUNDAMENTAL PROBLEMS A recent internal audit conducted by HHSC concluded that the agency was “sprawling bureaucracy for regulating health care and providing social services and is vulnerable.” A fundamental problem pointed out from the audit states that HHSC has a “perception of impropriety” because it routinely allows for the contracting personnel to open bids on their own contracts without any witnesses. Another issue pointed out by the audit is that HHSC unwisely lets program managers and division leaders control billions in funds for spending, using the same contract specialist giving a perception of impropriety. According to the audit outcome, this creates contentment and ease that could potentially harm the interests of taxpayers (Garrett, 2018). A5: NEED FOR FUNDAMENTAL CHANGE The public sector is a significant part of the economy. Therefore, any improvement in public sector performance will influence economic growth and reduce stress on fiscal policy. HHSC currently lacks oversight on its procurement process and relies heavily on the integrity of its employees. This opens the agency up for significant complications and requires the agency to implement a checks and balance system to offset any improprieties that may occur. By changing the perception of the agency, HHSC remains transparent, thus earning a reputation of trustworthiness. By remaining a trustworthy agency, HHSC is better able to achieve the mission of improving the health, safety and well-being of Texans with good stewardship of public resources as well as the vision of making a difference in the lives of the people served (Texas Health and Human Services, 2019).
