Zero tolerance and sure penalties for misdeeds have increased the negative consequences associated with resource diversion and makes the ~ practice less attractive and less practiced. Legislation that has been passed to curb corporate wrongdoing does not cover ~ public agency misdeeds. When the organizations weapons against such wrongdoings are easily neutralized (when a person can simply retire) there is ~ little disincentive to abuse. Firm punishment for executives send two messages ~ 1. Abuse will be dealt with. 2. Rules are not enforced any less harshly against those at the top. To prevent diversion at executive levels, early attention is required to the kind of thinking that ~ enables abuse. Executives should be on the guard for the rising star who seems to confuse power and authority of the office they hold with their ~ unique skills and personal dominance. If ones thinking shifts from incumbency to ownership, then the may begin to feel that ~ owners can take whatever they want. Making a dent in the entitlement can be accomplished by having ~ cubical offices, issuing standard cruisers for everyone, ect.. Supplying a flashy office, big staff, and ivory on the walls of one's tower office, especially if they are not paid well, ~ can lead to abuse. Managers should regularly scan the system for ~ existing or potential abuse. Scanning for abuse and vulnerabilities is ~ in the best interests of the organization. Resource diversion has impacts inside and outside of ~ the organization. Managers should guard against resource diversion by; ~ 1. Educating themselves about the control systems they direct. 2. Subject those control systems to regular and critical review. 3. Address fairly and firmly control systems violations when they arise. 4. Anomalous behavior or clusters of behaviors turned up by scans of control system records. Scanning will not eliminate diversions, but it will give the organization a head start in recognizing them as they emerge so they can take action to ~ protect the organization.
